BIODIVERSITY OFFSETTING – WHAT DOES THE SCIENCE SAY?
Summary report from a meeting of the British Ecological Society

Biodiversity offsetting has been heralded as a tool to balance economic growth and environmental protection. By identifying and quantifying the environmental impact of development on biodiversity, offsetting could help bring the cost of impacting nature into projects where it is currently left out. The British Ecological Society believes that it is essential that offsetting policy is evidence-based and that offset systems are grounded in the best ecological science. The BES notes the limited reference to science in the Green Paper and considers this to be an important omission.

Résumé : Plantation forests often have a negative image. They are typically assumed to be poor substitutes for natural forests, particularly in terms of biodiversity conservation, carbon storage, provision of clean drinking water and other non-timber goods and services. Often they are monocultures that do not appear to invite people for recreation and other direct uses. Yet as this book clearly shows, they can play a vital role in the provision of ecosystem services, when compared to agriculture and other forms of land use or when natural forests have been degraded.This is the first book to examine explicitly the non-timber goods and services provided by plantation forests, including soil, water and biodiversity conservation, as well as carbon sequestration and the provision of local livelihoods. The authors show that, if we require a higher provision of ecosystem goods and services from both temperate and tropical plantations, new approaches to their management are required. These include policies, methods for valuing the services, the practices of small landholders, landscape approaches to optimise delivery of goods and services, and technical issues about how to achieve suitable solutions at the scale of forest stands. While providing original theoretical insights, the book also gives guidance for plantation managers, policy-makers, conservation practitioners and community advocates, who seek to promote or strengthen the multiple-use of forest plantations for improved benefits for society.

La loi responsabilité environnementale du 1er août 2008 (LRE) préconise la réparation intégrale et en nature de certaines atteintes à l’environnement. Pour cela, elle privilégie le recours aux méthodes d’équivalence service-service et ressource-ressource, élaborées par les Etats-Unis dans les années quatre-vingt et adaptées au contexte européen par la Commission européenne, en 2008.
Si la méthode européenne service-service ne semble pas poser de problème d’application, la méthode européenne ressource-ressource est plus délicate à utiliser, en raison notamment du manque de données sur le rythme de régénération d’un milieu (durée nécessaire à un milieu endommagé pour revenir à son état avant perturbation). A l’heure actuelle, seul le rythme de régénération des cours d’eau en Europe est connu et c’est donc en priorité aux milieux d’eau douce que la méthode européenne ressource-ressource pourra être appliquée. Pour les autres écosystèmes, la méthode ressource-ressource américaine semble la plus appropriée, tout au moins à court terme, le temps de compléter les connaissances sur ces milieux.

L’UICN France publie un panorama sur les services écologiques fournis par les écosystèmes en France afin renforcer leur connaissance et, dans une seconde étape, leur intégration dans les politiques et projets sur tout le territoire français. Un premier volume fait le point sur leur définition, caractérisation et évaluation aux niveau international et national.
